Upcoming July 1st Minimum Wage Increases

Several minimum wage increases will take effect on July 1, 2025, impacting employers in Oregon and multiple California jurisdictions. If your business operates in these areas, it's critical to review the updated rates and ensure all wage practices are compliant.

Oregon Minimum Wage Increase – Statewide

Under Oregon law, the state minimum wage is adjusted annually based on the Consumer Price Index. For 2025, the Oregon Bureau of Labor and Industries (BOLI) has announced a $0.35/hour increase to all minimum wage tiers.

New Minimum Wage Rates (Effective July 1, 2025):

  • Standard Rate: $15.45/hr

  • Portland Metro Area: $16.70/hr

  • Nonurban Counties: $14.20/hr

Employers must ensure pay rates align with the correct geographic region as defined by the state

California City & County Minimum Wage Increases

Several California cities and counties will raise their minimum wages on July 1, 2025. These increases apply to all employers operating within these jurisdictions, regardless of company size.

Updated Minimum Wages by Location:

  • Berkeley: $19.18/hr (up from $18.67)

  • City of Los Angeles: $17.87/hr (up from $17.28)

  • Emeryville: $19.90/hr (up from $19.36)

  • Fremont: $17.75/hr (up from $17.30)

  • Los Angeles County (Unincorporated): $17.81/hr (up from $17.27)

  • Milpitas: $18.20/hr (up from $17.70)

  • Pasadena: $18.04/hr (up from $17.50)

  • San Francisco: $19.90/hr (up from $18.67)

  • Santa Monica: $17.81/hr (up from $17.27)

What Employers Should Do Now:

  • Audit Pay Rates: Ensure all non-exempt employees are paid at or above the new minimum wage for their location.

  • Update Payroll Systems: Make necessary adjustments in payroll systems by the June payroll cycle.

  • Review Job Postings and Offers: Update hourly wage info to reflect new minimums.

  • Notify Employees: Update and repost workplace wage notices as required by law.
